Miller uses Sibelius to arrange guitar tunes, usually from piano sheet music. It's expensive, but robust and easy to learn. Finale is an equally powerful and expensive music writing program that is used by Acoustic Guitar Magazine. Each of these used to have less expensive guitar only progarms, but they have been discontinued. For years Miller used G-Vox Encore which worked well.
There are also various inexpensive programs specifically for guitar notation. One of the most popular is TabEdit which runs on both the Windows and Mac OS.
